genetic experiments and wide use of steam cell is the basis of my plan, using genes from several creatures and steam cells to allow the changes to take place will allow me to (at least in theory) turn live animals into pre-designed monsters, for example: i decide to create a frog-man, so i write down the characteristics i want, draw what i want it to look like, and start collecting genes from frogs and several other creatures, in an attempt to create a collection of genes that when added to human dna will allow create a creature with the characteristics i want but stable enough so it will survive, then i take a living human being and add the genes to his dna.
adding the genes alone will most likely create unstable mutations winch would manifest as some sort of cancer, however, by using steam cells, surgery and other medical treatments it is possible to transform the human into the creature, steam cells are able to reproduce any kind of cell on the human body, so in theory, if i inject genes that would make you have tentacles on your back, and i use controlled amounts of steam cells on your back, i can actually make tentacles grow on your back.
cybernetic enhancements, just like genetic modification and mutation, are possible with current technology, however, its pretty much illegal everywhere to use them because of the high risk of horrible, HORRIBLE consequences to the subjects health, since i dont actually care about that i will make wide use of it, things like ataching a chainsaw to a minotaur´s arm, or a machine gun to the back of a scorpion/bear hybrid, you get the idea...
the most important parts of my experiment is isolation and selective breeding, isolation from the outside world will allow me to completly control my creatures enviroment, this way i can prevent undesirable factors from affecting my creatures, controlling their enviroment i can use selective breeding to adapt the creatures to specific habitats, this way i can create desert-dwelling creatures withount using a real desert.
by using selective breeding alone i can create monsters, think im kidding? if selective breeding could turn a wolf into a chihuahua, why wouldnt it be able to turn a human into a hairy, vicious, muscular abomination with large and extremely sharp fangs?
multilation and behaviour training are not used to "create" the monsters, only to improve them, multilating them to make them more...monsterlike... and training them to act in expecific ways, this way i can create creatures that will, over several generations, act the way i want them to act, this will allow me to create vicious, ferocious beasts that will have the single-minded desire to destroy everything in their paths, or delicate, submissive, masochistc succubus that will submit to humans sexual desire, or a sadist, dominant succubus that will try to enslave humans and other creatures for their sexual desires.
